2024 FMS Symposium: Professionalization of the Workforce and the Promise of Security Cooperation

The Defense Security Cooperation University’s (DSCU) School of Security Cooperation Studies (SSCS) and their co-host the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)) facilitated the Foreign Military Sales (FMS) Symposium May 23-24, 2024, at the Gaylord National Resort & Convention Center in National Harbor, Maryland. The 1.5-day inaugural FMS Symposium gathered approximately 250 scholars and practitioners from across the Department of Defense (DOD), Department of State, interagency, academia, industry, and foreign partners.
The objective of the FMS Symposium, “Professionalization of the Workforce and the Promise of Security Cooperation,” was to raise awareness and understanding across the Security Cooperation Enterprise, including amongst representatives of the Defense Industrial Base, of the DOD’s role in implementing the FMS process through a series of plenary sessions including leaders and experts engaged in all aspects of the FMS process.
Each panel, organized around facets of the FMS system, explored the challenges and opportunities that FMS presents in advancing the National Defense Strategy. These sessions examined ways to build a stronger foundation for innovation in executing the FMS mission while informing policymakers, implementers, and researchers involved in this key aspect of U.S. foreign policy. The symposium also raised awareness and understanding among officials of foreign governments, U.S. embassy personnel, and representatives of the defense industrial base with respect to the role of DOD in implementing the FMS process.
