The SCO LES Course consists of five training days in the National Capital Region (NCR). Instruction provides updates in SCO roles and responsibilities; U.S. security cooperation (SC) legislation, policy, and procedures; SC programs; whole of government planning; letter and memorandum of request (LOR/MOR) development; the FMS process; end-use monitoring; third party transfers; as well as more in-depth training on advanced international training management, the Security Cooperation-Training Management System (SC-TMS), and the Security Cooperation Information Portal (SCIP).
