Mr. James Ross joined the Institute for Security Governance (ISG) in October 2023 as Principal for the Indo-Pacific Region within Regional Advising. Mr. Ross works with partner nations on Institutional Capacity Building as a key tool within Security Cooperation.
Before joining ISG, Mr. Ross spent over 25 years in the United States Army, starting his career as an Intelligence professional before becoming a Foreign Area Officer. He served overseas tours in Ethiopia, Korea, and Japan, as well as numerous postings throughout the United States at various levels of Army and Joint commands.
Mr. Ross has extensive experience working with foreign partners, including assignments at U.S. Army Pacific, U.S. Forces Japan, Pacific Air Forces, and U.S. Indo-Pacific Command (USINDOPACOM). He also worked as a Program Analyst for the Defense Security Cooperation Agency and most recently served as the Deputy Chief for Security Cooperation at USINDOPACOM.
Mr. Ross graduated from Concord University with a Bachelor of Arts degree in Political Science and received his Master of Arts degree in Political Science from Kansas State University. He completed the Korean and Japanese courses at the Defense Language Institute and maintains fluency in both languages. In addition, he graduated from the Korean Language Education Center at Sogang University and the Republic of Korea Army Staff College.
