Principal for Cyber Practice & Capability

Mr. David Radcliffe is the Principal for Cyber at the Institute for Security Governance (ISG). Mr. Radcliffe joined the Institute in August 2021 as the Functional Program Lead for Cyber. Under his leadership, the ISG Cyber Practice Group has grown and expanded to meet exploding global demand for cyber institutional capacity building. He continues to build DoD’s ability to assist partners develop needed cyber capabilities through ISG products and partnerships across the DoD policy, security cooperation, and academic communities. 

Prior to joining ISG, Mr. Radcliffe served for over 20 years in the Office of the Under Secretary of Defense for Policy. Most recently, he was the Director for Cyber Strategy, Defense, and Capabilities where he led the team responsible for development and drafting of the cyber strategies and policies that guide the Department of Defense.  

Mr. Radcliffe previously held staff and leadership positions in counterterrorism policy, Africa policy, Afghanistan policy, security cooperation, and served in assignments at the State Department, U.S. Embassy Kabul, the U.S. Africa Command transition team, and as a fellow in the U.S. Senate. He led the internal Policy think-tank that established Policy’s training and professional development program and set up its leadership development pipeline. He was the lead architect of the legislative proposals that led to the reforms of the DoD security cooperation enterprise mandated in the national defense authorization act for fiscal year 2017. Mr. Radcliffe served as an infantry soldier and non-commissioned officer with the 1st Ranger Battalion. 

He received an Associate’s degree from Bryn Athyn College, a Bachelor of Arts degree in International Studies from American University, a Master of Public Administration degree from American University, and a Master of Science degree in National Security Strategy from the National War College.
