Staff Institute Operations

Ms. Rachel Joslin joined the Institute for Security Governance (ISG) in September 2024 and serves as Travel Specialist within Institute Operations. As part of the travel team, she supports travelers with travel authorizations, travel vouchers, and addresses travel-related concerns. In November 2024, she transitioned to leading the travel team. As the Travel Team Lead, Ms. Joslin provides direct leadership and support for all oversight of travel planning and execution, end-user support of management systems, coordinates and develops travel processes, manages travel programs, and delivers guidance and instruction to the travel team.  

Prior to joining ISG, Ms. Joslin served seven years in the USAF as an Aircrew Life Support Specialist and two years as a Health Services Administration Manager in the USAFR. She then leveraged her federal government experience for an additional four years of executive travel support services. Ms. Joslin's civil service included being the sole Executive Travel Coordinator for the Eighteenth Air Force, Command Executive Staff, where she coordinated DTS and logistical support. She executed and managed all travel resources to include calculating travel fiscal year budget forecasts, logistical movements, and collaboration with twelve CONUS Air Force Base (AFB) Wings and three OCONUS AFB Wings. Ms. Joslin was the sole Organization Defense Travel Administrator and subject matter expert for DTS, accomplishing all CONUS and OCONUS travel, implementing and tracking SOU and GTC Training Certifications, managing reports within DTS and Citi Manager, and administering FAMS to appoint and terminate the appointment for all certifying officers, disbursing officials, and departmental accountability officials.  

Her first-rate support resulted in her being presented the Award for Meritorious Civilian Service in September 2024. Ms. Joslin was also the Unit Program Coordinator for a Supply Operations Group, Commander Support Staff and an Administrative Assistant for Air Mobility Command, Aircrew Tactics and Training Division. During her time in the USAF, Ms. Joslin was awarded the Air Force Achievement Medal, the Air Force Commendation Medal, Airman of the Year, and Senior Non-Commissioned Officer of the Year.  

Ms. Joslin holds a Bachelor of Arts in Psychology and a Bachelor of Arts in Sociology from McKendree University in Lebanon, Illinois. She is currently working toward a Master of Business Administration with a Program Management specialization from Southern Illinois University Edwardsville (SIUE), Illinois. Ms. Joslin lives with her husband and daughter in Lebanon, Illinois.
