Romania Builds Capacity to Implement NATO Resilience Baseline Requirements

Romania has completed the first year of a five-year bilateral Security Cooperation program designed to enhance capacity to meet NATO Resilience Baseline Requirements. This initiative, supported by U.S. European Command (USEUCOM) and the Defense Security Cooperation University’s Institute for Security Governance (ISG), focuses on strengthening resilience and crisis management capabilities.
The first year featured a series of consultations and training with USEUCOM and ISG’s Emergency Management and Resilience team focused on resilience, crisis management, and host nation support that resulted in the development of legislative and policy proposals. This included a first-ever national-level Energy Resilience tabletop exercise, and a national casualty management exercise. Both exercises were instrumental in institutionalizing plans and strategies for responding to systemic disruptions at local, regional, and national levels.
This successful first year underscores the strong partnership between the United States and Romania, reflecting a shared commitment to enhancing security and resilience in the region.
