Deputy Assistant Director Security Cooperation Workforce Development Program – Human Capital Initiative

Mr. Holland assumed the responsibilities of DSCU’s Deputy Assistant Director for Security Cooperation Workforce Development Program – Human Capital Initiative (SCWDP-HCI) in June 2024. In this role, he provides leadership and oversite of the Congressionally mandated development and management of the security cooperation workforce (SCW), including training, certification, assignment, career development, and tracking of SCW personnel.

Mr. Holland joined DSCA as a Program Analyst in the Strategic Planning and Integration Division in February 2017. His area of emphasis was Global and Regional Strategy, including the Strategy to Capability Framework, and the DSCA Strategic Plan. He was a U.S. Army Field Artillery officer with over 26 years of active-duty service including four combat tours. He served as a Battalion and Division Artillery Operations Officer (S-3) and he commanded the 2nd Battalion, 320th Field Artillery Regiment in the 101st Airborne Division. Among other assignments, he served as an Assistant Professor of Military History at the U.S. Military Academy, as an Assignment Officer at Human Resources Command, and at the National Military Command Center as an Assistant Deputy Director for Operations and as the Division Chief for the Current Operations Division. Following retirement as a Colonel, he was the Senior Advisor and Executive Assistant in the Department of Veterans Affairs Office of Policy and Planning, and the Deputy Dean of the VA Learning University.

Mr. Holland received a Bachelor of Science in U.S. History from the U.S. Military Academy at West Point, a Master of Science in History from University of North Carolina Chapel Hill, and a Master of Science in National Security Strategy, National War College, Ft. McNair. He attended Command & General Staff College at Fort Leavenworth, and he is a certified Military Historian (5X) and as a Strategist (6Z).
