



(DSCU) Defense Resources Management Institute (DRMI) as a faculty
member in 2016 and assumed the role of DRMI Executive Director
(Acting) at the beginning of 2024. Dr. Garcia advises and instructs
decision makers from both the U.S. and partner nations on resource
management, decision-making under uncertainty, mitigating risk,
manpower policy, and evaluation of current and future programing/policy
based on objectives and the political, financial, and threat environment.
Prior to joining DRMI, Dr. Garcia was a faculty member at the Rochester
Institute of Technology and a research fellow at the Center for Risk and
Economic Analysis of Terrorism Events. His research interests include
decision analysis, program evaluation, civil-military relations, and security
cooperation broadly defined. He currently serves as a Military
Government Officer in the United States Army Reserve.
Dr. Garcia received a B.A. in political science and economics from the
University of California at Los Angeles and a Ph.D. in political science
from Yale University.
