ACQ-250, Contracting for FMS, is a practitioner-level online training (OLT) course in the Acquisition pathway as one of several options. This 3-hour self-paced OLT course examines key topics of contracting for FMS that differ from contracting for DoD. It also examines each of the contracting for FMS acquisition topics discussed in the Defense Security Cooperation Agency’s Security Assistance Management Manual (SAMM) and the Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 225.73 - Acquisitions for FMS. Specifically, those course topics include acquisition authorities, preparing solicitations and contracts for FMS, the contracting officer’s role in the FMS Letter of Offer and Acceptance (LOA) preparation, pricing acquisitions for FMS, FMS customer involvement, other than full and open competition, contract solicitation requirements, and FMS customer contractual data requests.
In this 3-hour OLT, learners will be guided through course content accompanied by interactive activities to enhance the learning experience.
At the end of the course, students will have two opportunities to achieve an 80% or better on the final multiple-choice assessment to receive their certificate of completion.  In addition, students are also asked to complete the course evaluation at the end of the course to provide valuable feedback on course design, content, and instruction.
Upon completion of the course, students will receive an email from CSOD with links to both the course evaluation and the certificate of completion.
