This core course presents the linkages between security cooperation activities and the framework, concepts, and tools of capability development to set conditions for successful security cooperation activities.  Learning the steps of capability-based assessment will help all members of the security cooperation workforce to identify partner nation requirements, capability gaps and potential solutions. This course uses real-world examples to highlight the essential elements to absorb, employ, and sustain an operational capability. Upon completion, students should be able to lead a team of practitioners conducting a multi-layered assessment (Strategic/Operational/Tactical) while understanding host nation issues, constraints, and restraints.
