CD-101 Foundations of Capability Development
This course discusses the necessity of assessing the institutional capabilities and capacity of our partners to absorb, employ, and sustain operational capabilities provided through security cooperation activities. Discussion of capability development begins in the Pre-Letter of Request (LOR) activities and continues through the steps of capability-based assessment and the DOTMLPF-P domains, which help to identify requirements and solve capability gaps. At the end of the course, students should recognize their role in identifying and assessing partner nation requirements, capabilities, and capacities to inform security cooperation activities.
