Dean Workforce Education and Development Defense Security Cooperation University

Dr. Finley joined the Defense Security Cooperation University (DSCU) in September 2025. As Dean of Workforce Education and Development, she ensures unity of effort in training and certifying the U.S. security cooperation workforce in competency-based skills underpinning global security cooperation programs and activities. 

Prior to joining DSCU, Dr. Finley’s military and civilian roles include 17 years working in Professional Military Education (PME), including professor appointments at the National War College and The Eisenhower School for National Security and Resource Strategy, and assistant professor appointments at the United States Military Academy at West Point. She has designed and taught undergraduate and graduate-level courses, led faculty governance initiatives, and contributed to institutional accreditation efforts. She continues to adjunct for Georgetown University’s Security Studies Program. Over the course of her 26-year Army career, she served as a Military Liaison Team member for Partnership for Peace in Prague, Czechia—a transformative role that ignited her passion for Security Cooperation and shaped her career as an Army strategist. She has published articles in U.S., allied, and partner professional military journals and has a forthcoming book on Information Statecraft

Dr. Finley received a Ph.D. in Planning, Governance, and Globalization from Virginia Tech, a MPA from Cornell University, and a BA in International Relations and German from Emory University. She also has a Certificate in Strategic Thinking and Management from The Wharton School, and a Certificate in Persuasive Communication from MIT.
