FMS-353 Continuous Process Improvement

This is an expert-level, virtual instructor-led (VILT) required course in the FMS/F pathway. This is a 4-hour long asynchronous course that provides Security Cooperation (SC) professionals with the knowledge and analytical tools necessary to evaluate and drive Foreign Military Sales (FMS) process improvements. Participants will explore historical U.S. Government reform efforts, assess partner nations’ influence on the FMS process, and apply programmatic analysis to inform strategic decision-making.

Through case-based learning, students will examine real-world scenarios, stakeholder perspectives, and data-driven approaches to FMS reform. Discussions and exercises will focus on identifying lessons learned from past initiatives, understanding how partners communicate priorities, and formulating practical recommendations to enhance FMS efficiency.
By the end of the course, participants will be able to critically assess past reforms, anticipate partner concerns, and develop actionable strategies to enhance FMS effectiveness in support of U.S. security objectives. For their final capstone project, they will record themselves giving a brief outlining an FMS process improvement issue and provide recommendations on how to address it. completion. In addition, students are also asked to complete the course evaluation at the end of the course to provide valuable feedback on course design, content, and instruction.

Upon completion of the course, students will receive an email from CSOD with links to both the course evaluation and the certificate of completion.
