FMS-352 Foreign Military Sales (FMS) as a Security Cooperation Program
This executive-level, virtual instructor-led (VILT) course equips Security Cooperation (SC) professionals with advanced knowledge and analytical tools to evaluate and employ Foreign Military Sales (FMS) as a critical element of Security Cooperation programming. Participants will examine how interagency stakeholders, DoD agencies, Combatant Commands and military services employ FMS to advance the objectives of the National Defense Strategy and Theater Campaign Plans. The course also explores how the United States encourages partner nations to leverage FMS to address capability gaps and integrate acquisitions into broader Security Cooperation planning.
Through case studies, problem-based exercises, and interactive discussions, participants will analyze real-world scenarios from multiple stakeholder perspectives. Practical activities emphasize lessons learned from historical FMS programs, partner nation priority-setting, and the development of actionable recommendations for incorporating FMS into the Security Cooperation planning process.
Designed for mid- to senior-level SC professionals designated as FMS experts, this course strengthens participants’ ability to critically assess FMS reforms, anticipate partner nation concerns, and apply strategic approaches to optimize FMS in support of U.S. and allied security objectives.
