FMS-352 FMS as a Security Cooperation Program

This is an expert-level, virtual instructor-led course in the FMS/F pathway that is required. This is a 6-hour synchronous course, with asynchronous elements that equips FMS professionals with the advanced knowledge and analytical frameworks necessary to effectively leverage and evaluate Foreign Military Sales (FMS) as a key component of Security Cooperation programming. Participants will analyze how interagency stakeholders, and Combatant Commands utilize FMS to achieve National Defense Strategy and Theater Campaign Plan objectives. The curriculum will also explore how the United States influences partner nations to utilize FMS to address capability gaps and integrate these programs into broader Security Cooperation efforts.

Through case studies and problem-based learning exercises, participants will examine real-world scenarios and diverse stakeholder perspectives. Interactive discussions and practical exercises will focus on extracting lessons learned from historical FMS cases, deciphering partner nation priorities, and formulating actionable recommendations for incorporating FMS into the security cooperation planning process. At the end of this course, students will be required to brief their capstone project analyzing a contemporary FMS challenge and offering persuasive recommendations for FMS integration into broader SC efforts. In addition, students are also asked to complete the course evaluation at the end of the course to provide valuable feedback on course design, content, and instruction.

Upon completion of the course, students will receive an email from CSOD with links to both the course evaluation and the certificate of completion.
